L/Cpl Hill’s parents Brian and Claire said: “James was the finest son we could have possibly asked for, we are immensely proud of who he is and all that he has done.
James was immensely caring and always there for us and everyone who needed him, spending time with family and friends was what meant the most to him.”
His fiancee, Anastasia Newman, said he touched the lives of everyone he met.
She said: “James is and always will be the love of my life and I feel so grateful to have had the time I had with him. He will live on forever in my heart and memories until we are together again.”
His commanding officer, Lt Col Toby Gray said he was “a soldier with the most outstanding qualities”.
He said: “He was a ray of light for the future of the Mortar Platoon with his skills, current experience and thirst for knowledge, and it is a tragedy that he has been taken from us so early in his life.
“L/Cpl Hill was, quite simply, superb at everything he did. He was personable, intelligent, fit and ambitious. His humour, coupled with his energy, singled him out as a popular and respected junior non-commissioned officer
He was the second UK serviceman to be killed this month in explosions close to Camp Bastion.
Acting Corporal Marcin Wojtak, of the Royal Air Force Regiment and from Leicester, died on 1 October.
L/Cpl Matthew Cutting said his colleague L/Cpl Hill, of Redhill, always found time for his friends.
He said: “I will never forget all the great times I had with him, from the insane times skydiving in France to having a beer with him and all the mortar boys.
“He was a big inspiration to us all and will be missed badly and will never be forgotten.”
The latest deaths came as new commander Brigadier James Cowan and a smaller brigade took over UK military operations in Afghanistan after the bloodiest tour since the mission began.
The 19 Light Brigade was replaced by 11 Light Brigade after the former lost 70 men during six months of fighting the Taliban.

A scrutiny panel has been formed to examine the issue of making between 800 and 900 flats and houses available for tenants to buy at a discounted rate.
Deputy Celia Scott Warren will ask Housing Minister Terry Le Main to send all States’ tenants a questionnaire asking if they want to buy their homes.
Since plans to sell the properties were announced last month, more than 174 tenants have expressed an interest.
The panel’s report will take about six months to complete.
States’ tenants may be asked if they want to buy the homes they live in.
Jersey’s housing minister is being asked to send a questionnaire to tenants living in about 800 homes identified for sale.
Money raised by the sale will be used for improvements to the rest of the island’s housing stock.
Plans have to be agreed for 600 homes, but the housing department already has approval to sell more than 200 homes at Le Squez and Le Marais.

He added: “The T-Mobile SideKick has had moderate success in the US markets appealing to celebrities, sports figures and of course all the demographics that look up to these folks.
“The SideKick had strong appeal as the anti-Blackberry for younger audiences and it will be really interesting to see how Microsoft integrates the technology, business model, and overall device cachet to a culture more at home to selling to enterprise CIOs than it is to selling rock stars.”

The Strangford MP Iris Robinson said her repayment request related to three items, all of which she said she was questioning.
“One relates to the only item of furniture where I believe Sir Thomas has not properly applied the guidelines, one is the identical issue in respect of Peter Robinson (mortgage interest) and the remaining item was for a service charge which was duplicated, but which we believed the amount paid simply reduced a subsequent bill.”

Police in Pakistan have released sketches of four men suspected of involvement in Tuesday’s ambush of the Sri Lankan cricket team in Lahore.
Up to 14 gunmen took part in the attack which killed six policemen and a driver and injured eight tour members.
Pakistani television has meanwhile broadcast CCTV footage of the alleged attackers “nonchalantly escaping” by foot and by rickshaws and motorbikes.
Criticism has grown over apparent security lapses prior to the attack.
Separately, two Sri Lankan players wounded in the attack are recovering after surgery in Colombo, their doctors say.
There is no word on the identities or motives of the gunmen.
